You would never catch a flapper walking around not dressed up, even if it was just on the streets.  They took pride in the way they looked and showed that pride through their bold statement clothing.  They were always catching peoples eyes with their rolled stockings and short skirts that were considered revealing back in those days.  They desired flat chests and no curves; kind of a Manley type shape, so they wore boxy dresses to hide the shape of their hips.  They also wore a lot of sparkling, shiny accessories like earrings, necklaces, and bracelets to add dazzle and flare to their style.
